The OSCE is looking for:

Qualified candidates who will assist the Senior Adviser and the Head,
Anti-Trafficking Assistance Unit (ATAU) in the analysis of the
political, legal and human dimension in OSCE participating States.

Your duties will be to collect and analyse information related to the
mandate of the ATAU from various sources, including the press, for
classification and storage in a computerized database. You will collect
indicators of trafficking in human beings and contribute to substantive
research with a view to recommending appropriate action by ATAU. You
will prepare a comparative analysis of activities undertaken by other
OSCE bodies to combat trafficking in human beings and of national
legislation in relation to international standards and make conclusions
for further consideration by the supervisor(s). You will
develop/maintain regular contacts with counterparts/partners in the OSCE
delegations, governmental authorities and NGOs in participating States
and draw upon their expertise when co-operating with the OSCE
Institutions and field missions. You will conduct regional, country or
sectoral analyses to assist in project selection, manage extrabudgetary
contributions to the Unit and monitor all phases of programs. You will
draft, edit and proof-read documents for public and internal
distribution and prepare press releases and statements. You will
organize meetings/conferences, prepare background reports and agenda
items and perform a range of administrative tasks such as preparing
travel arrangements, reports of meetings and correspondence for the
Unit.

Necessary Qualifications:

University degree in international relations, human rights law, social
sciences or related subjects. A minimum of six years of progressively
responsible relevant professional experience including three years at
the international level, or alternatively, at least two years of
employment experience in a full-time anti-trafficking position. Proven
analytical skills and ability to identify emerging problems.
Professional fluency in English with excellent drafting and
communication skills. Knowledge of other official OSCE languages,
especially Russian, is desirable. Good computer skills. Ability to
establish and maintain effective working relationships with people of
different national and cultural backgrounds.

Remuneration package: 

Monthly remuneration, subject to social security deductions, is about
EUR 4,913 (single rate) and about EUR 5,263 (dependency rate). OSCE
salaries are exempt from taxation in Austria. Social benefits include
participation in the Van Breda medical insurance scheme and in the OSCE
Provident Fund. Other allowances and benefits are similar to those
offered under the U.N. Common System.

The Office of the Special Representative for Combating Trafficking in
Human Beings is looking for:
a qualified candidate who, through the Special Representative, will
assist and advise OSCE participating States in the implementation of the
OSCE Action Plan to Combat Trafficking in Human Beings and the UN
Protocol to Prevent, Suppress and Punish Trafficking in Persons.
Your duties will be to assist and advise the Special Representative in
his/her overall anti-trafficking mission and work in supporting OSCE
participating States in the development and implementation of their
national plans of action. You will be responsible for the management,
co-ordination and executive functions of the Unit and oversee the daily
responsibilities of the Office. You will support the Special
Representative with policy level analysis, recommend the development of
strategies and anti-trafficking initiatives and responses to requests
for information about trafficking in human beings. You will co-ordinate
the efforts of other OSCE structures engaged in combating trafficking in
human beings across the three dimensions and to avoid duplication of
effort organization-wide. You will supervise the production of verbal
and written briefs, the preparation of reports, speaking notes and
political documents as requested. You will ensure a regular flow of
information to member States on the activities of the Special
Representative and the progress of initiatives. You will liaise and
network with relevant actors such as international organizations and
NGOs and promote the public/political profile of the Office's
activities. You will supervise the preparation of country visits of the
Special Representative and represent him/her in closed and public
meetings, as required.
Necessary qualifications:
Advanced university degree. Extensive experience in the human rights
field, with involvement in human trafficking issues and/or practical law
enforcement or prosecutorial experience in human trafficking, including
several years in a managerial/senior/policy-making role. Practical
knowledge of working with or on behalf of victims of trafficking.
Experience in anti-trafficking training would be an advantage. Excellent
managerial skills. Resourcefulness, initiative and maturity of
judgement. Ability to establish and maintain effective working relations
with people of different national and cultural backgrounds whilst
remaining impartial and objective. Professional fluency in English and
preferably working knowledge of another OSCE official language. Ability
to operate windows applications, including word processing and e-mail.
Willingness to travel.
