Chief of Party, Anti-Trafficking Initiative in Moldova, IREX.

THE ORGANIZATION:
IREX (the International Research & Exchanges Board) is the premier US
non-profit organization specializing in education, independent media,
internet development, and civil society programs in the United States,
Europe, Eurasia, the Middle East and North Africa, and Asia.
SUMMARY OF POSITION:
This position is contingent upon funding.
IREX seeks applicants for the position of Chief of Party for a
substantial anti-trafficking project in Moldova. His/her services
will be solicited on a full-time basis for four years to manage a
program to strengthen efforts in human trafficking prevention and
protection. The Chief of Party will direct and oversee all work
performed under the project and will be the primary point of contact
with USAID.
This four-year project has the following components: Victim Assistance
and Support Services; Effective Outreach Program; Promotion/Strengthening
of Linkages with Concerned Organizations;
Development of Employment and Business Opportunities; and Awareness
Enhancement Program. The results of the project will specifically
address such aspects of the integrated USAID Strategy for Response to
Trafficking in Persons as prevention and assistance for victims.

RESPONSIBILITIES:
* Manage overall program planning, implementation and evaluation;
* Coordinate program activities and staff;
* Oversee office operations, and provide monthly fiscal and program reports;
* Conduct program outreach and recruitment;
* Approve and submit to USAID all proposed workplans, staffing plans, and budgets; and
* Responsible for the quality, cost, and timeliness of performance of all
work performed under this project.
* Serve as main point of contact for USAID;
* Coordinate all activities with IREX/DC.
QUALIFICATIONS:
Candidates must be well organized, able to work independently,
skilled at handling multiple tasks, and able to adhere to deadlines.
Other qualifications required at a minimum:
* Practical experience implementing women's empowerment or gender-
focused programs, experience with trafficking prevention and assistance
to victims preferred;
* Three years of international technical assistance project management experience, preferably in the former Soviet Union or Eastern Europe;
* Knowledge of trafficking issues, including anti-trafficking legislation,
in Moldova;
* Knowledge of regional economic development issues;
* Excellent interpersonal skills and the ability to communicate and
work effectively with project stakeholders to ensure the successful
completion of project activities;
* Experience working on USAID programs;
* Solid understanding of political and social issues in Moldova;
* Fluency in Russian or Romanian preferred;
* A master's degree in a relevant discipline, or equivalent experience.

Senior Project Associate, Anti-trafficking Task Order project.

JOB DESCRIPTION:
Development Alternatives, Inc., an international development consulting
firm headquartered in Bethesda, MD is seeking a well-organized,
self-motivated individual to work full-time as a Senior Project Associate
with the Anti-trafficking Task Order project. This position is located
within our Washington DC office.
The successful candidate will provide administrative support to the task
order and assist appropriate support offices to fulfill financial and contractual requirements; facilitate relationships between the DAI home
office, and project staff, and DAI and subcontractors, monitor project
costs, and recruit and mobilize experts.
Salary low to mid 30's range.
Must be eligible to work within the U.S.
No relocation available.
QUALIFICATIONS:
- BA/BS, MA preferred;
- 2 years relevant work exp required, demonstrated research, analysis,
writing and budgeting experience required;
- knowledge of and experience with gender issues and USAID guidelines
preferred;
- proficiency in MS Excel and Word;
- proficiency in a foreign language, Spanish or French a plus.
