Technical Adviser (P4 level)
Duration: 12 months with possibility of extension
Duty Station: Jakarta (Indonesia) / Abuja (Nigeria)
Starting date: January 1, 2004 or as soon as possible thereafter
Introduction
The ILO has established a Special Action Programme to Combat Forced Labour (SAP-FL) under its InFocus Programme on promoting the 1998 Declaration on Fundamental Principles and Rights at Work. The new programme, started in January 2002, harnesses various means at the ILO’s disposal, to identify and document the incidence of forced labour, to conduct studies and surveys, to raise awareness of the problems, and to build national and international consensus concerning the need to combat the problems. Within the broad scope of action undertaken by the Special Action Programme, high priority is given to the forced labour outcomes of trafficking in persons, involving employment relationships of a coercive nature. This phenomenon occurs both as a result of within-country trafficking, notably for purposes of domestic services and prostitution, and as a result of cross-border trafficking for the purposes of either forced labour or sexual exploitation, which is an almost global phenomenon today.
The ILO (SAP-FL) seeks two experienced professionals to implement its technical cooperation projects in Southeast Asia and West Africa:
· Chief Technical Adviser in West Africa on prevention of trafficking (based in Abuja, covering Ghana, Nigeria and Senegal), and
· Chief Technical Adviser in Southeast Asia on protection of domestic workers (based in Jakarta, covering Indonesia and the Philippines).
Description of Duties
The field-based positions will head new technical assistance projects to strengthen the capacity of government, workers’ and employers’ organisations and other partners to stop trafficking and its forced labour outcomes, and to protect and rehabilitate victims. Projects comprise research and awareness-raising, training, legal and policy advice and service provision at community-level. The CTA will plan and supervise the work of the project team and assume full responsibility for the technical implementation of the project. S/he will work in close collaboration with ILO field offices and other programmes, international organizations as well as with project partners and beneficiaries. The Sub-Regional Directors in Manila/Abidjan hold overall responsibility for the project implementation. Technical backstopping and oversight will be provided by the SAP-FL in Geneva.
Experience required
Both positions require highly motivated individuals, able to work independently as well as to lead a team. Candidates should have at least 6 years relevant experience, including 3 years at international level. Past experience in labour and human rights issues, including gender aspects, is essential, and familiarity with the ILO and its social partners desirable. Candidates should have excellent communication and writing skills in English. A working knowledge of any of the local languages is desirable.
The posts are subject to ILO conditions of service and salary scale at P4 level. Contract will be for an initial period of 12 months, from 1 January 2004 or as soon as possible thereafter with a possibility of extension.
